How the SPP process works
SPP's DISIS cluster studies follow this sequence under Attachment V:

Under the Consolidated Planning Process, SPP's Interconnection Cluster Study is due no later than 180 calendar days after its review period closes, followed by a 20-business-day decision point. The governing tariff controls any live project.

What the public record shows at SPP points of interconnection
Across the 3 SPP points of interconnection GridVision has published so far, the Berkeley Lab dataset records 17 interconnection requests filed between 2006 and 2021.

For the requests that were built, the median time from request to commercial operation was 4.5 years. For those that withdrew, the median time from request to withdrawal was 0.5 years.
These 3 nodes are not a random sample of SPP, and a pattern at one point of interconnection does not transfer to another. The dataset records what happened, not why.

Questions to answer before advancing a SPP queue position
- Which process is the project in (DISIS, ERAS or the Consolidated Planning Process), and which rules govern its next decision point?
- What do your Phase One or Phase Two results assume about other requests in the same cluster?
- What is at risk if you continue past the next decision point, and what is forfeited if you withdraw?
- Which unknowns could change the answer, who owns each one, and when will it be resolved?
