Each request is counted once, at the capacity and status the dataset records for it, and placed in the state the dataset gives for its point of interconnection. Requests missing a state, status, filing year or capacity are left out. The dataset records outcomes and dates, not reasons, so nothing here says why a request withdrew, and no share is a rate to plan against.
