Method and limits
Each request is counted once, at the capacity and status the dataset records for it, and grouped by the year it was filed. Requests missing a region, resource type, filing year or capacity are left out: 692 of 38,201 requests. Recent filing years are unsettled, since requests filed in the last few years may still be built or withdrawn.
The dataset records outcomes and dates, not reasons. Nothing here says why a request withdrew, and a share computed over a handful of requests is a reading of those requests, not a rate to plan against.
