A different record from the queue pages

This page and the queue statistics describe the same industry from opposite ends, and their numbers are not interchangeable. The queue data counts requests: a position in a study process, which may be withdrawn, may be resubmitted, and may cover a project that never existed as a machine. This page counts generators: physical units of 1 MW or more, on a monthly federal inventory.

One project can be several generators, and one queue request can become none. So the two must never be added, subtracted or divided into each other — a completion rate built from a queue numerator and an inventory denominator would be meaningless. Read them as two independent readings: the queue says what was asked for, this says what exists.

Method and limits

Each generator is counted once at its nameplate capacity. "Under construction" and "planned" are the status the plant owner reported to EIA in this release, not an assessment by anyone else and not a forecast. Figures cover the 50 states and the District of Columbia; Puerto Rico sits on separate sheets of the form and is left out here, as it is from the queue record the rest of the site reads.

The form excludes generators below 1 MW. For solar in particular that is a large exclusion — rooftop and small commercial systems are simply not here — so every total on this page is a floor, not a full count.

Figures are preliminary and EIA corrects them in later releases without notice. Older monthly releases live in an archive directory that EIA's robots file asks automated readers not to fetch, so this page carries the current release only; its history builds up one month at a time from here.
