Which markets Florida requests sit in

A state is a location, not a market. Requests at Florida points of interconnection are studied by the market that runs the queue there, and the process differs between them.

Method and limits

Each request is counted once, at the capacity and status the dataset records for it, and placed in the state the dataset gives for its point of interconnection. Requests missing a state, status, filing year or capacity are left out. The dataset records outcomes and dates, not reasons, so nothing here says why a request withdrew, and no share is a rate to plan against.
