What the record shows
- Hilltop Energy Center appears three times in the queue — 515 MW, 20 MW and 130 MW — filed across 2015 to 2017, and all three reached commercial operation on the same day, 2021-04-01.
- The two largest single requests at this node, both 1,140 MW gas, withdrew. One lasted three years; the other was withdrawn about two months after filing.
- Total capacity that reached commercial operation at this node — 665 MW across three requests — is less than either of the withdrawn 1,140 MW requests.
- The retiring Hatfield Ferry coal units, at 1,710 MW, were withdrawn from the queue in 2016.
What a decision record would have to make explicit
- A comparison at this node in 2016 would have been between an incremental multi-request approach and a single large request. The record shows which reached operation, not why.
- Capacity was not a proxy for likelihood of reaching operation at this node.
- Withdrawal reasons, study costs and upgrade assignments are not in the public queue record, so they remain unknowns.
